COMMUNIQUE DU PERSONNEL DU CEVIPOF (UMR 7048 du CNRS)
ASSEMBLEE GENERALE DU 12 FEVRIER 2009
A la suite de l’assemblée générale des chercheurs réunie le 12 février 2009, le
personnel du CEVIPOF affirme sa participation au mouvement de protestation nationale
contre les réformes déjà mises en œuvre ou envisagées par le gouvernement dans
l’enseignement et la recherche. Loin de les favoriser, ces reformes sans concertation
préalable bloquent en fait les évolutions nécessaires.
Nous partageons pleinement l’émotion ressentie par l’ensemble de la communauté
scientifique face au discours du Président de la République du 22 janvier et au mépris
dont il a témoigné, qui se traduit actuellement par plusieurs réformes inacceptables.
Nous voulons :
- Le retrait de la réforme du statut d’enseignant-chercheur : l’évaluation
nécessaire doit passer par le CNU et non par les présidents d’université, ce qui
développerait les risques d’arbitraire. .
- L’arrêt du démantèlement des organismes de recherche publique (CNRS, INSERM,
INRA…), le rétablissement de l’ensemble de leurs missions (opérateur de recherche,
labellisation des revues…) ainsi que l’abandon de la transformation du CNRS en instituts
devenant agences de moyens
- L’abandon de toute politique de désassociation et donc le maintien des UMR
permettant une coopération fructueuse entre universités et organismes.
- L’arrêt de la politique de mutualisation et de fusion forcée des unités.
- La fin de la politique de précarisation des emplois scientifiques et le
rétablissement de TOUS les postes supprimés dans l’Enseignement Supérieur et la Recherche
; la conversion des "post-doc CNRS" récemment supprimés en postes statutaires ;
- Un plan pluriannuel de recrutement de chercheurs et d’enseignants-chercheurs
conforme à la priorité affichée par le gouvernement pour ce secteur essentiel de
l’activité nationale
Dans cette situation, il nous paraît indispensable de défendre en France comme à
Sciences Po l’indépendance des métiers du savoir (chercheurs, enseignants-chercheurs,
accompagnateurs de la recherche, doctorants, post-docs) et d’affirmer le laboratoire
comme leur lieu naturel d’exercice.
Les personnels du CEVIPOF appellent à une réflexion collective concernant l’exercice
des métiers de la recherche et de l’enseignement supérieur, le recrutement, l’évaluation,
la carrière, le statut des enseignants-chercheurs et des chercheurs, les possibilités
offertes aux doctorants et aux postdocs ainsi que la gouvernance au sein de
l’établissement. Les personnels du CEVIPOF soulignent l’importance à ses yeux de la
collégialité et de la pleine inscription de Sciences Po dans la communauté académique et
dans le champ des sciences sociales.
En conséquence :
· Nous décidons un moratoire du laboratoire sur toutes les expertises de l’ANR
et de l’AERES
· Nous appelons à rejoindre les mobilisations à venir pour obtenir le retrait de
ces réformes nuisibles.
